I suspect that the reason that she is willing to let Ron stay where he is is because she knew that their land would fall. Having a member of the Royal family somewhere safe was her backup plan.
Their land falling, and Roxy and Ron journeying to take it back, is the only logical reason I could see for Ron’s mother to contact Roxy at this point in time. Given how devoid of people the dreams were, it seemed (and still seems) likely that they, and the people they bring with them, would also have the task of repopulating that land with new humans.
You may be on to something here! It does look like mother is keeping Ron on the island as a placeholder for in case something happens to his brothers! Who will continue the family lineage then if all of the children are dead?
